9 High-yield Urban Gardens Another form of urban agricultural production is the high-yield urban garden (the Organoponico de Alto Rendimiento or OAR) which the government introduced in 1994 in Havana as an investment program. The purpose was to make use of plots of land over one hectare in size, commonly not suitable for agriculture, employing human and material resources already existing in the city and specifically allotted by the government for that purpose. 10 The high-yield urban gardens were specifically designed for the cultivation of fresh vegetables and spices, mainly cooking herbs, with the potential of yielding between 15 kg/m2 and 20 kg/m2.

Fresh vegetables are intensively cultivated in beds raised between 20 cm and 30 cm (Chinese-style ridges), with more than three rotations a year. The products are intended for consumption by the producers and for trading.
